After graduating from Colorado State University in 2002 with a BS in Sociology and a focus on Native American land rights, Holly embarked on her career in the oil and gas industry in 2005, specializing in Land Administration.
Her journey in regulatory affairs began in 2012 when she joined Encana's regulatory team. There, Holly concentrated on the San Juan Basin in New Mexico, handling federal NEPA permitting, federal rule briefings, and contributing to a task force for rulemaking on horizontal wells and spacing regulations set by the New Mexico Oil and Gas Conservation Division.
Holly’s career advanced at Noble, where she led the regulatory team for the DJ Basin. Her expertise further expanded during her tenure with a Wyoming start-up, where she applied her skills in a dynamic, emerging market. From 2020 to 2023, Holly managed the regulatory team at Caerus Oil and Gas, overseeing assets in Utah and Colorado.
